Opportunity Information: Apply for DOS AZE PD 22 05

The Leadership in Social Entrepreneurship grant opportunity (Funding Opportunity Number DOS AZE PD 22 05) is a U.S. Department of State program run through the U.S. Mission to Azerbaijan and the U.S. Embassy in Baku. It is a discretionary grant competition aimed at selecting one organization to design and deliver a regional youth leadership and exchange initiative for participants from Azerbaijan, Georgia, and Armenia. The core purpose is to strengthen civic education and community engagement by giving young adults practical leadership tools, experience working across cultures, and training that connects social entrepreneurship with conflict resolution and service-driven community action.

The project centers on a summer exchange in the United States for a cohort of 60 participants, roughly 20 from each of the three countries, all between the ages of 20 and 24 and either in college or recently graduated. The program begins with a three-day pre-departure orientation held in participants home countries, meant to prepare them to engage constructively with peers from different cultural backgrounds and to set expectations for collaboration, communication, and shared learning. After that orientation, participants travel to the United States for an eight-to-ten-week exchange experience built around intensive learning and hands-on placement.

A key requirement is a structured seminar and leadership academy that delivers practical training in social entrepreneurship, negotiation, conflict resolution, community service, and action planning. The training component is expected to be rigorous and skills-based, not just introductory lectures. Following the academy portion, participants should complete internships with U.S.-based community organizations so they can see how community initiatives and social impact work in practice and apply the leadership and entrepreneurship concepts in real settings. The U.S. portion of the program is expected to culminate in Washington, D.C., positioning the final segment as a capstone experience that ties together learning outcomes, reflection, and next-step planning.

The grant places strong emphasis on what happens after participants return home. Each participant is expected to implement a community project in their country, translating the exchange experience into tangible local impact. The recipient organization must provide active mentorship during this re-entry phase, helping alumni refine project plans, solve implementation challenges, and sustain momentum. In addition, the recipient is responsible for building and maintaining an alumni network and organizing a regional alumni conference, reinforcing cross-border relationships among participants and creating a longer-term platform for collaboration, peer support, and continued civic engagement.

Funding is capped at $585,000, with one award anticipated. Eligible applicants include nonprofit organizations with 501(c)(3) status and nonprofits without 501(c)(3) status, in both cases excluding institutions of higher education. The opportunity was originally posted September 14, 2022, with an original closing date of November 14, 2022, and is associated with CFDA number 19.900. Overall, the program is designed to develop a pipeline of community-minded young leaders in the South Caucasus who can work across divides, use entrepreneurial approaches to address local problems, and maintain long-term engagement through alumni structures and ongoing mentorship.
