Examples of activities that may be funded include public-facing events featuring subject matter experts who explain aspects of U.S. foreign policy; trainings and skills-building programs that support democratic processes, civic engagement, and media literacy; entrepreneurship programs aimed at social and economic inclusion for underserved communities; and technology skill-building activities for youth that prepare participants for modern, tech-enabled work. At the same time, the statement clarifies what it generally does not fund, including humanitarian or social welfare projects, efforts intended to pay for or complete activities already started with other funding, and projects that are political or partisan in nature (including support for parties or electoral campaigns). It also typically excludes construction, most international travel unless strongly justified, citizen exchange programs involving other foreign countries, political party activities, and projects that support specific religious activities.
