Opportunity Information: Apply for NPS 18 NERO 0089

The Chesapeake Bay Storytellers Initiative (Funding Opportunity Number NPS 18 NERO 0089) is a National Park Service notice tied to an existing cooperative agreement, not an open grant competition. In other words, it is not seeking proposals or applications from the public. The National Park Service (Department of the Interior) is simply announcing that it is already working with the Maryland Office of Tourism Development (MOTD) under cooperative agreement P18AC00950, with an anticipated single award and an award ceiling of $150,000. The notice was created July 19, 2018, with an original closing date of July 29, 2018, but that date reflects the posting window for the notice rather than an application deadline.

The core purpose of the initiative is to strengthen how visitors experience and understand the Chesapeake Bay by investing in "storyteller" training for people whose livelihoods already bring them onto the water and into contact with the public. The intended participants include watermen and women, outfitters, guides, and other water-based operators who want to expand their role beyond providing a service or trip and instead offer richer interpretation of the Bay's places, history, culture, and natural resources. The program is designed to help these professionals deepen customer engagement, improve visitor services, and translate the Chesapeake Bay experience into memorable, informative narratives that can support both conservation-minded tourism and local business growth.

MOTD's work is described as a multi-part effort that combines training development, credentialing, and marketing support. First, MOTD will collaborate with NPS and other partners to define the goals, themes, and audiences for the storyteller training, essentially setting the framework for what the training should accomplish and who it should serve. Then, working with the National Association for Interpretation, MOTD will help write and deliver a formal curriculum to at least seventy-five participants, establishing a consistent standard for what Chesapeake Bay "storytellers" should know and how they should communicate it to visitors. A key deliverable is that this curriculum will be digitized in an updatable format so it can remain useful and current for at least five years rather than being a one-time training product.

Another major component is the creation of an online Certified Chesapeake Bay Ambassador program. This credential is intended to be available free of charge to stakeholders who want to improve their customer service and storytelling skills related to the Chesapeake Bay, broadening access beyond the initial cohort trained in person. The initiative also includes a promotional pathway for successful trainees: those who complete the training will be featured on VisitMaryland.com and, in coordination with the Chesapeake Conservancy, on FindYourChesapeake.com. This connects training outcomes directly to tourism visibility and consumer discovery, giving trained operators a practical benefit and helping visitors find experiences delivered by knowledgeable, certified ambassadors.

Finally, the initiative has a strong content development and destination marketing element. MOTD will plan and produce print, video, and online materials that highlight experiences offered by the newly trained storytellers as well as other Chesapeake-focused storytellers, especially across public lands, water trails, lighthouses, and other iconic sites around the Bay. That content will be distributed through VisitMaryland.com and FindYourChesapeake.com to amplify reach. In addition, using Maryland matching funds, the project will place sponsored content in targeted domestic and international markets to attract visitors to Chesapeake destinations, linking interpretation and stewardship-oriented messaging with broader tourism promotion. Overall, the notice describes a coordinated training-to-marketing pipeline meant to improve visitor engagement, elevate local operators as interpreters of place, and increase awareness of Chesapeake Bay experiences through widely used travel platforms.
